The routine procedure for "non-residents"

We fully replaced the Multi-Wavelength Data Analysis System operated by the Astronomy Data Center, NAOJ, at the end of FY 2017. The system was upgraded, and the computer's performance improved greatly. As a result, we are obligated to carry out some procedures in accordance with the law. In Japan, we have security export control under the "Foreign Exchange and Foreign Trade Act". According to this law, we must confirm the purpose of use of non-resident users of Japan. These regulations are based on export control regimes for large computer systems.

For this reason, we have been carrying out a routine procedure ("gaihi-hantei" in Japanese) for all "non-resident" users who will obtain a new account and use the system continuously since FY 2018.

□ Procedure

This procedure is applied to people who are resident abroad and/or belong to an institute outside Japan ("non-residents") when applying for a new account or updating their account annually.

Non-resident users are required to provide us with accurate information such as "Country of Residence", "Affiliated Institution", "Purpose of Use, Research content" for the procedure. They are included in an application form. If the contents of the information are not sufficient, we may ask you to provide additional information.
